The Defense Policy panel of the Armed Services Committee met to talk about western support for radical reform in the Soviet Union. At issue was how much technical, financial, and economic aid the West can and should contribute to the Soviet Union as it reforms its system to a free market economy. President Bush, at the time of the hearing, was in Moscow for a summit with Mr. Gorbachev to discuss plans for assistance. Mr. Allison discussed the aid packages and the implications for the “grand bargain” proposal. Mr. Horelick explained the timetable for political reform in the Soviet Union and the prospects for treaty signatures in the near future. Mr. Gaffney testified that there were a great number of risks and uncertainties in dealing with the reforms in the Soviet Union. close
