The committee heard testimony from the Secretary of Defense on the future of U.S. defense policy in the last of a series of hearings on budget issues for fiscal year 1993. Secretary Cheney discussed the Department of Defense’s plans to reduce the manpower in the U.S. military 25 percent by 1996 and the long term effects of the department’s plans. The defense secretary discussed the reasons for the manpower reduction, which he said was due to budget restraints and a fundamental change in the strategy of the U.S. military following the end of the Cold War. He named a number of events that indicate the change in the global balance of power, and discussed the new global threats to American security. close
