Secretary Gates and Admiral Mullen testified about the proposed fiscal year 2009 budget for the Defense Department, the future years' defense program, and the 2009 request for operations in Iraq and Afghanistan. The budget proposal includes $515 billion in defense spending, a 7.5 percent increase from last year. Topics included personnel pay raises, the cost of the war in Iraq, risk assessment and readiness, and the upcoming NATO summit. close
