President Bush delivered remarks concerning the ongoing coup in the Soviet Union following a ceremonial swearing-in of Robert Strauss as U.S. ambassador to the Soviet Union. He said Mr. Strauss would immediately travel to the Soviet Union as a special envoy, but would not officially recognize the leaders of the coup. The president said the U.S. would refuse to establish normal relations with the coup leaders. President Bush also responded to questions on the crisis in the Soviet Union, and repeated his statement that “sometimes coups fail.” close
