Senator Patrick Leahy (D-Vermont) reacted to the news of the failed coup in the Soviet Union. Sen. Leahy said the tide of democracy was too strong for the coup to succeed. He disagreed with the theory that Gorbachev staged the coup himself. Sen. Leahy also spoke about withholding U.S. grain credits and other assistance until the duly elected Soviet government is fully restored. close
