Rep. Conyers, chairman of the Government Operations committee and member of the Congressional Black Caucus, described the president’s signing of a civil rights bill while a draft proposal ending racial quotas for federal hiring practices circulated in the White House as “hypocritical.” He said it indicated President Bush’s tactics in the 1992 election would continue the “Willie Horton” style of racial issues in campaigns. Following his criticism of the president’s position on civil rights, Rep. Conyers responded to questions from reporters on the civil rights legislation and the furor over the draft proposal. close
