Leading congressional Democratic trade experts called a news conference to unveil a new legislative proposal to deal with the bilateral trade deficit with the Japanese. The legislation is called the Trade Enhancement Act of 1992, and would provide for a plan to reduce the deficit, and if the targets are not met, sanctions would be imposed against Japanese automobile and parts makers. Japan currently accounts for the largest share of the American trade deficit. That growing imbalance over the past several years has caused lawmakers call for a “get tough” policy with Tokyo. In the news conference, Rep. Gephardt claimed Japan utilized profits from sales of cars in Japan, a closed market, to sell cars below cost in America to achieve a monopoly market. close
