Secretary Franklin testified about the budget of the Department of Commerce for fiscal year 1993. The department budget was approximately $3 billion for fiscal year 1992, more than half of which funded the National Oceanic and Atmospheric Administration. Commerce appropriations also fund the Census Bureau and the National Institute of Standards and Technology. Secretary Franklin was sworn in on March 23 and this is her first appearance on Capitol Hill. close
