The committee heard testimony from Secretary of State James Baker on proposals to provide economic aid to the independent republics which had formerly been part of the Soviet Union. Earlier in the week, the International Monetary Fund and the World Bank offered membership to Russia and 12 other republics, which made it easier for the republics to receive international aid and participate in the global economy. close
