Democratic presidential candidate Bill Clinton spoke before a small crowd in front of the Pennsylvania Hospital in Philadelphia, following a tour of the hospital’s neonatal care unit. Introduced by Senator Harris Wofford (D-PA), Governor Clinton (D-AR) advocated the institution of governmental policies guaranteeing access to health care for all Americans and lowering health care costs.
