Democratic members of the House of Representatives held a news conference in the U.S. Capitol to announce their support for the Democratic proposal for a Constitutional amendment that would force the federal government to maintain a balanced budget. The Democratic leaders criticized the Republicans' proposed Constitutional amendment, saying it would not hold President George H.W. Bush to produce a balanced budget and would unnecessarily cut into social programs. Representative Marcy Kaptur (D-OH) and Representative Dick Durbin (D-IL) attended but did not speak at the news conference. close
