Senator Phil Gramm, member of the Senate Budget Committee, held a news conference in the U.S. Capitol to speak on the issues raised by the implementation of a Constitutional amendment mandating a federal balanced budget. He introduced the Balanced Budget Implementation Act, legislation which would lay out the process by which the federal budget would be balanced in four years from the implementation of the amendment. The legislation would set targets for Congress to meet each year in the federal budget. Sen. Gramm said the difference between the amendment and the Gramm-Rudman budget reduction legislation was the additional pressure of the law brought upon Congress to balance the budget by the Constitutional amendment. close
