At the International Conference on Vietnam, speakers discussed efforts by the United States to improve relations with Vietnam. In the past, the Vietnamese Council for a Free Vietnam had been opposed to such efforts because they believed that a great deal of economic, political, and social change needed to take place before Vietnam was recognized as a legitimate political power.
