The United Nations Security Council held emergency consultations on a six-point plan called for by France to end the conflict between Russia and Georgia. The resolution calls for free access to humanitarian aid; a cease-fire; an end to the use of force; a withdrawal of Russian and Georgian forces to their positions before August 8, 2008; and international discussions on lasting security arrangements. While most representatives supported the plan, Russia’s representative renounced the plan on the grounds that separate elements had been re-interpreted for propaganda purposes. close
