The House Financial Services Subcommittee on Insurance, Housing and Community Opportunity held a hearing on the National Flood Insurance Program. The program insures more than 5.5 million houses in the U.S., but is more than $18 billion in debt and has been unstable since the hurricanes of 2004 and 2005.

Federal Emergency Management Agency Administrator Craig Fugate was scheduled to appear at the hearing but could not, due to the 8.9 earthquake and tsunami that struck Japan earlier in the morning and the subsequent tsumani threat to Hawaii and the west U.S. coastline. close
