Witnesses testified about ways to protect consumer information from theft and if federal legislation is needed. The Secret Service’s deputy agent in charge of cyber operations said that 96 percent of consumer information security breaches were avoidable. The electronic company Sony and e-mail marketing services company Epsilon, who both had recent breaches, turned down the committee’s invitation to testify. Both companies suffered massive security breaches exposing the personal data of millions of consumers. close
