General Michael Walsh, deputy commanding general for civil and emergency operations at the U.S. Army Corps of Engineers, testified on major water resources infrastructure projects. Members asked about specific projects. Topics included the waste incurred when projects are abandoned for lack of funding. Major General Walsh talked about efforts to streamline the process for water infrastructure projects with the new Corps of Engineers “smart planning” initiative which calls for the completion of feasibility studies in three years, for under $3 million, and to be fully coordinated by all three levels in the Corps of Engineers. close
