Government contractors testified on their role in building the various components of Affordable Care Act’s online health insurance exchanges, and Healthcare.gov’s subsequent user technical difficulties since its release on October 1, 2013. Cheryl Campbell and Andrew Slavitt both said that federal officials did not fully test the site until approximately two weeks before it became available. When asked if this was sufficient time for testing, both witnesses said they would have preferred more time. close
