Kin Moy testified at a hearing on U.S. and Taiwan relations. Formal recognition of Taiwan ended in 1978, but the Taiwan Relations Act of 1979 and other laws allowed the U.S. to maintain diplomatic ties and conduct trade, including arms sales.
