Senator Joe Manchin (D-WV) talked about legislation he is sponsoring that is intended to reduce waste and improve government performance and efficiency. He also talked about his experiences as governor and how the never-ending cycle of fundraising hurts bipartisanship. After his remarks he responded to questions from Elaine Kamarck and members of the audience.
