In 1993 Prime Minister Brian Mulroney, leader of Canada since 1984, announced his resignation from office in a speech to an audience of supporters and media in Ottawa. He defended his administration’s performance in office, including his government’s efforts to determine an agreement to keep the province of Quebec in Canada while granting certain sovereign rights to its citizens.
