Secretary of Housing and Urban Development Henry Cisneros, former mayor of San Antonio, TX, spoke to a luncheon audience on the agenda of the Department of Housing and Urban Development under the Clinton administration. He discussed adapting HUD policies to encourage the formulation of communities in American cities, and discussed issues related to U.S. urban areas including crime and poverty.
