The committee heard testimony on reauthorizing the independent counsel law which expired last December. The law provided for a special court to appoint an outside special prosecutor to investigate allegations of wrongdoing by top administration officials and had been in effect for 14 years, since the Watergate hearings. Attorney General Reno testified in favor of the legislation, saying that it had been proved to be constitutional and that it helped restore public confidence in the justice system. Mr. Liman, Mr. Dash and Mr. D’Alemberte also supported the legislation. Mr. Katzenbach opposed the reauthorization of the independent counsel law on the grounds of excessive cost. close
