Witnesses testified at a hearing on funding for the Cost Sharing Reduction (CSR) program of the Affordable Care Act. Members heard from legal and health care policy experts on whether the means by which the Obama administration issues payments for the CSR program are legal and consistent with the appropriations process for the Affordable Care Act. Health and Human Services Secretary Sylvia Burwell was invited to give testimony, but declined to participate in the hearing. close
