The Heritage Foundation and the American Enterprise Institute hosted a forum to mark the 20th anniversary of President Bill Clinton signing into law the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (PRWORA). PRWORA replaced the Aid to Families with Dependent Children and Job Opportunities and Basic Skills Training (JOBS) programs with the Temporary Assistance for Needy Families (TANF) program. PRWORA changes included limiting benefits people could receive to no more than five years in a lifetime, and required a percentage of welfare recipients in states to work, perform community service, or get vocational training. Each of the panelists in this discussion disputed a recent report showing that roughly 1.5 million of the nation’s poorest are living on $2.00 a day since the welfare program was changed. close
