Max Kampelman , U.S. Ambassador to the Conference on Security and Cooperation in Europe gave the keynote address at a conference on U.S. foreign policy responses to the conflicts in Eastern Europe and the Third World. Speaking to a luncheon audience, Mr. Kampelman spoke about international responses to anarchy in the governments of destabilized countries in Africa and Europe, including the continuing civil war in the former Yugoslavia. Following his prepared remarks, he responded to questions from members of the audience. close
