U.S. Naval War College Professor Karl Walling delivered remarks at the Heritage Foundation on the strategies of terrorism. He said Muslims are the best messengers for countering terrorist ideologies. In addition, he argued that the military is the least relevant counterterrorism tool and the cooperation among intelligence agencies and law enforcement has been the main source of security. Mr. Walling served as an interrogator for the U.S. Army from 1976 to 1980. close
