The legislation would provide more funds to put more policemen on the street, and would provide incentives for communities' self-policing programs. President Clinton also said he would sign an order banning the importation of foreign-made handguns, and Attorney General Reno said the administration was dedicated to pass the Brady bill restricting the sale of handguns.
