Senate Minority Leader Senator Dole spoke during the closing plenary session of the National Governors' Association on issues involving both state and federal governments, including health care, education policy and foreign policy. He criticized the “bloated” bureaucracy of the United Nations, and said he supported many of the goals of the Clinton administration’s health care reform initiatives, including universal health care coverage.
