The Carnegie Endowment for International Peace hosted a discussion marking the 20th anniversary of the U.S. withdrawal from the Anti-Ballistic Missile (ABM) Treaty. Panelists included Stephen Hadley, National Security Adviser during the George W. Bush administration, and Rose Gottemoeller, former NATO deputy secretary general.
