White House economic advisers briefed reporters on the latest developments on the General Agreement on Tariffs and Trade (GATT) talks in Geneva. After seven years of negotiating, the U.S. and the European Community put aside final arguments over films and agreed on the 400-page document. One hundred and sixteen countries signed the agreement in April, 1994, and the treaty went into effect in July, 1995. close
