After a day of debate, the House Rules Committee voted 9-3 to pass a rule that provides the full House the chance to debate and vote on four foreign aid bills. All Democrats and four Republicans voted yes. Reps. Ralph Norman (R-SC), Chip Roy (R-TX), and Thomas Massie (R-KY) voted against the rule. close
