Subcommittee staff members continued their testimony during the markup of a proposal offered by Subcommittee Chairman Pete Stark (D-CA) as an alternative to President Bill Clinton’s Health Security Act. The Stark proposal was designed to provide universal health care coverage primarily financed by employers. The measure would establish a federal safety net program for individuals not covered under an employer based plan. close
