The subcommittee continued its markup of health care reform legislation. Ranking Republican Thomas, an opponent of President Clinton’s health care reform plan, offered the president’s plan as a substitute for the Stark plan. The substitute failed because Republican members voted unanimously against it and Democratic members all voted “present.” close
