The House debated and passed the Regulatory Reform and Relief Act, which would require federal agencies to gather input from businesses and the public before ordering new regulations. It also would allow the courts in certain cases to decide if regulations are justified. Members also approved a bill asking the president to send to the House any documents relating to the recent U.S. aid plan to Mexico. The U.S. had extended a $20 billion credit line to Mexico to help stabilize the peso. Lawmakers also began work on a bill dealing with property. Under the measure, if a federal project decreases someone’s property value by 10 percent or more, the government must compensate that property owner. close
