The Senate began debating legislation to provide a tax deduction on health insurance for the self-employed. The bill would allow people who are self-employed to deduct a portion of the cost of their health insurance premiums for tax purposes. The House passed its version of the measure earlier in the year, and the Senate was aiming to pass the bill by April 15, the filing deadline for 1994 tax returns, so as to limit paperwork for the IRS. close
