Mr. Winnicker briefed reporters on a new study concerning voting patterns in Congress. The report indicates that on average, House Republicans voted with their leadership 91.8 percent of the time. This is a stronger measure of unity than any majority or minority party since 1983, which is the chronological limit of this study. He then took questions from the audience. close
