Representative J.C. Watts (R-OK) spoke about the future of the Republican party in the 1996 elections and beyond. He emphasized that it must reach out to traditionally Democratic groups, such as minorities, by stressing reconciliation rather than division and by emphasizing its positions on issues, such as welfare, the budget and taxes.
