In a 64-35 vote, the Senate for the second time defeated a balanced budget constitutional amendment. Constitutional amendments require 2/3 vote, or 67 “ayes.” Members in 1995 defeated this bill 65-35, but Majority Leader Bob Dole (R-KS) changed his vote to “no,” thus allowing him to recall the bill under rules of consideration. close
