Senators debated the conference report on welfare reform legislation that would allow states more control over the program and limit able-bodied persons to a lifetime limit of five years on welfare. During the vote on final passage at about 8:00 pm, about 10 protestors in the Senate chamber, shouted, “Shame! Shame! Shame!” Senators passed the measure by a 78 to 21 vote. close
