Surrounded by law enforcement officials and James Brady, President Bill Clinton announced two new executive orders that will increase the controls on purchasing and using firearms. One requires all federal law enforcement handguns to have child safety locks and the other requires foreign visitors to prove residence in the same state for ninety days before purchasing a firearm. He also urged Congress to pass legislation to deal with these issues and to outlaw all types of so-called “cop-killer” bullets, which can penetrate any type of body armor. He also took a few questions from the press. close
