Committee members heard testimony from three former secretaries of defense concerning their opposition to the Chemical Weapons Convention, which is currently pending ratification by the U.S. Senate. The treaty bans the use of chemical weapons and will go into effect in April whether or not the U.S. ratifies it. Senator Helms, the chairman of the Foreign Relations Committee, is one of the strongest opponents of the treaty with no reservations. close
