Mayor of St. Louis Emanuel Cleaver (D), the current president of the National Conference of Black Mayors, delivered the keynote address at the organization’s annual meeting. In his remarks, he examined the policies that favor suburban growth over urban renewal in the inner cities and contribute to the social and economic disintegration of U.S. cities. He stressed that this policy must be reversed in order to renew the hopes of people in the cities, which comprise such a large portion of the population. close
