The U.S. House of Representatives met and continued debate on H.R. 1757, the Foreign Relation Authorization Act which provided appropriations for the Department of State and related agencies for the the fiscal years 1998 and 1999. Members also received a message from President Bill Clinton regarding his recent veto of H.R. 1469 Emergency Supplemental Appropriations. The president cited the inclusion in the bill regarding the prevention of a government shutdown in the event of a budget impasse and a change to the upcoming U.S. census barring the use of certain sampling techniques to account for those who do not file out their census forms. Following the completion of legislative business the House stood adjourned until the following day. close
