The House Ways & Means Subcommittee members met for the first in a series of hearings to hear testimony on the bipartisan, bicameral National Commission on Restructuring the IRS report. Members of the commission and others testified about their report and how they proposed to improve IRS services and accountability to taxpayers. The commission, which was chaired by Senator Bob Kerrey, D-Nebraska, and Rep. Rob Portman, R-Ohio, and composed of members of Congress and various experts, released its final report in June 1996. close
