Mr. McLarty, presidential envoy for the Americas, and Mr. Berger talked with reporters about President Clinton’s upcoming trip to Argentina, Venezuela and Brazil. Mr. Berger noted the “dramatic transformation” undergone by Western Hemisphere countries, pointing out that all countries except Cuba are now democracies, human rights have improved and trade barriers have come down. Mr. McLarty said the president’s trip will highlight these positive aspects as he meets with South American leaders. Both men took questions from the press. close
