Presidential Envoy for the Americas Mack McLarty and National Security Adviser Sandy Berger spoke to reporters about President Clinton’s upcoming trip to Argentina, Venezuela and Brazil. Mr. Berger noted that all countries in the Western Hemisphere except Cuba are now democracies and that human rights have improved and trade barriers have come down. Mr. McLarty said the President will highlight these positive trends as he meets with the South American leaders. close
