Immigration and Naturalization Service Commissioner Doris Meissner and other officials briefed reporters on a plan to improve complaint procedures, community relations and agent training. This plan resulted from the agency response to a report by a citizens' advisory panel which reviewed INS treatment of individuals, especially regarding enforcement. She was joined by John Chase, the Internal Audit Director for the Immigration and Naturalization Service, and Bob Bach, from the Policy Planning Office of INS. close
