Senate Passes Foreign Aid Package 79-18
House Session - August 3, 1990

The House passed H.R. 4000, known as the Civil Rights Act of 1990 to strengthen civil rights laws that ban employment discrimination. The House passed H.R. 5350 a short-term debt limit increase, after agreeing to the Cooper motion of the previous question on H.Res. 448, the rule for H.R. 5350. The House failed to agree to the Walker motion to adjourn. The House agreed to H.Res. 453, the rule for consideration of H.R. 5400. The House passed H.R. 5400 to reduce costs in House elections after rejecting the Michel amendment and the Synar en bloc amendments to specify reduced PAC limits for each campaign cycle. The House agreed to the conference report on H.R. 1465, limiting oil pollution, after having agreed to H.Res. 452, the rule for H.R. 1465, earlier. The House passed S. 2952 to extend the Energy Policy and Conservation Act by a voice vote. The House passed S. 2830 to extend and revise agricultural price support programs and to provide for credit, research, and conservation.
