The House passed H.R. 5400 to reduce costs in House elections after rejecting the Michel amendment and the Synar en bloc amendments to specify reduced PAC limits for each campaign cycle. The House agreed to the conference report on H.R. 1465, limiting oil pollution, after having agreed to H.Res. 452, the rule for H.R. 1465, earlier. The House passed S. 2952 to extend the Energy Policy and Conservation Act by a voice vote. The House passed S. 2830 to extend and revise agricultural price support programs and to provide for credit, research and conservation by a voice vote. The House received a message from the president declaring a national emergency regarding Iraq. close
