S. 1306: A bill to amend the Public Helath Service Act with respect to services for mental health and substance abuse, including establishing separate block grants to enhance the delivery of such services, to the committee of conference with instructions to agree to the section of the Senate bill relating to a prohibition against using funds to provide individuals with hypodermic needles or syringres so that they can use illegal drugs.
